The licensing of dogs and cats shall be available on a voluntary basis to those persons living outside the city limits of Okmulgee, should those persons desire to be subject to this chapter, for the purposes of identifying and protecting their dog(s) or cat(s) from euthanasia in the event that the Okmulgee animal control officer captures the pet(s) inside the city limits.
