Whenever a street or alley is blocked by a building or structure that is being moved, warning to that effect shall be placed in such manner as the police department may direct so as to warn vehicles and persons from entering that portion of the street or other public place so blocked or obstructed. Warning signs or lights and proper blockades shall be maintained by the person, firm or corporation moving such building in such a manner as to guard against any person or vehicle from colliding therewith.
