No person, firm or corporation shall move any building on, across, through or over any street, alley, sidewalk or other public place in the city without obtaining a permit to do so from the community development department. Application for such permits shall be made in writing to the city building inspector and shall state thereon the proposed route over which the building is to be moved and the scheduled number of days it is intended that the building shall occupy any portion of any street, alley, sidewalk or other public place.
