5.38.020: LICENSE ISSUANCE CONDITIONS; BOND EXCEPTIONS:
The community development department shall issue a building mover's license to any person, firm or corporation when, but only when, the following conditions have been met:
   A.   An annual license fee of fifty dollars ($50.00) has been paid. The license shall expire on June 30 next succeeding the date of its issuance. The community development department shall receipt all persons, firms or corporations for said payment when made and accepted by the city under the provisions of this chapter, and issue to the person, firm or corporation a building mover's license.
   B.   The city building inspector shall inspect the equipment to be used (by each applicant for such a license) in the business and the community development department shall not issue the license unless the city building inspector has, in writing, approved the equipment and facilities of the applicant. Each letter or memorandum of inspection made by the city building inspector directed to the community development department shall be concurred in and approved by the chief of police of the city before it is accepted by the community development department.
   C.   Before any such license may be issued, the licensee must submit a surety bond running to the city in the amount of four thousand dollars ($4,000.00) to be approved by the city manager and conditioned that licensee will save the city harmless from any loss or damage directly or indirectly resulting from, and arising out of, the activity and operations of licensee.
