No person, firm or corporation shall engage in the business of moving buildings or structures within the corporate limits of the city before obtaining a license to engage in such business. Any person, firm, or corporation holding himself or itself out to the public as available to the public for the purpose of moving buildings, or receiving or accepting pay for moving buildings or making charges for such services, use of moving equipment and facilities, shall for the purpose of this chapter, be engaged in the building moving business.
