All area of a building or structure wherein a retail dealer shall have low point beer for consumption on the premises for sale or use by the retail customers shall be lighted with incandescent or fluorescent lights providing a minimum of eight (8) foot-candles of light at all locations within the area during all hours that any person is in the premises. All owners and operators and their agents or employees shall each be guilty of an offense and misdemeanor for operation in violation hereof in addition to all civil remedies available.
