The Okmulgee Economic Development Authority and the Okmulgee Municipal Authority are authorized to carry out and administer the provisions of the Project Plan and to exercise all powers necessary or appropriate thereto pursuant to section 854 of the Local Development Act, except for approval of the Project Plan and those powers enumerated in paragraphs 1, 3, 4, 7, 13 and 16 of said statute; and the City reserves the power to make minor amendments to the Okmulgee Economic Development Project Plan in accordance with the Local Development Act, 62 Oklahoma Statutes section 858(D).
