Any person claiming to be exempt from the tax pursuant to subsection 3.28.050D of this chapter shall obtain a certificate from the clerk certifying that the organization, association, or corporation with which he is affiliated is exempt from the tax. Prior to issuing such a certificate, the organization, association or corporation shall certify to the clerk in writing that the occupant is its officer, agent, representative, or employee and that his occupancy of the room is required in connection with the business or affairs of the organization, association, or corporation.
