1.04.110: BOUNDARIES FOR THE WARDS OF THE CITY:
   A.   The boundaries of Ward 1 of the City of Okmulgee shall be all of that contiguous land inside of the city limits and located generally north and east of a line beginning at the northernmost edge of the city limits at its intersection with the center median located on the right of way for Highway 75 (Wood Avenue), thence southerly along the center line of that road to the intersection of E. Kennedy Street, thence easterly along the centerline of E. Kennedy Street to the intersection of N. Osage Avenue, thence southerly to the intersection of E. 6th Street, thence easterly along the centerline of E. 6th to the intersection of Mission Road, thence northerly to the intersection of E. 4th Street, thence easterly along E. 4th Street to its intersection with the eastern edge of the city limits.
   B.   The boundaries of Ward 2 of the City of Okmulgee shall be all of that contiguous land inside of the city limits and located generally north and west of a line beginning at the northernmost edge of the city limits at its intersection with the center median located on the right of way for Highway 75 (Wood Avenue), thence southerly along the center line of that road to the intersection of E. Kennedy Street, thence easterly along the centerline of E. Kennedy Street to the intersection of N. Osage Avenue, thence southerly to the intersection of E. 6th Street, thence westerly along the centerline of E. 6th to the centerline of W. 6th and continuing westerly to the intersection of S. Kern Ave., thence southerly along the centerline of S. Kern Avenue to its intersection with W. 8th Street, thence westerly along the centerline of W. 8th Street to its intersection with the western edge of the city limits.
   C.   The boundaries of Ward 3 of the City of Okmulgee shall be all of that contiguous land inside of the city limits and located generally south and west of a line beginning at the southern edge of the city limits at its intersection with the centerline of the Railroad tracks as they exist on this date, thence northerly along the center line of the railroad tracks to the intersection of E. 20th Street, thence easterly along the centerline of E. 20th Street to the intersection with S. Osage Avenue, thence northerly along the centerline of S. Osage Avenue to the intersection with E. 12th Street, thence easterly along the centerline of E. 12th Street to the intersection of S. Miami Avenue, thence northerly along the centerline of S. Miami Avenue to the intersection of E. 10th Street, thence westerly to the intersection of S. Osage Avenue, thence northerly along the centerline of S. Osage to the intersection of E. 6th Street, thence westerly along the centerline of E. 6th to the centerline of W. 6th and continuing westerly to the intersection of S. Kern Ave., thence southerly along the centerline of S. Kern Avenue to its intersection with W. 8th Street, thence westerly along the centerline of W. 8th Street to its intersection with the western edge of the city limits.
   D.   The boundaries of Ward 4 of the City of Okmulgee shall be all of that contiguous land inside of the city limits and located generally south and east of a line beginning at the southern edge of the city limits at its intersection with the centerline of the Railroad tracks as they exist on this date, thence northerly along the center line of the railroad tracks to the intersection of E. 20th Street, thence easterly along the centerline of E. 20th Street to the intersection with S. Osage Avenue, thence northerly along the centerline of S. Osage Avenue to the intersection with E. 12th Street, thence easterly along the centerline of E. 12th Street to the intersection of S. Miami Avenue, thence northerly along the centerline of S. Miami Avenue to the intersection of E. 10th Street, thence westerly along the centerline of E. 10th Street to the intersection of S. Osage Avenue, thence northerly along the centerline of S. Osage to the intersection of E. 6th Street, thence easterly along the centerline of E. 6th to the intersection of Mission Road, thence northerly to the intersection of E. 4th Street, thence easterly along the centerline of E. 4th Street to its intersection with the eastern edge of the city limits.
   E.   The council expressly finds that each of the wards are geographically contiguous in each of their respective parts, have less than a two percent (2%) variation in population as based on the most recent federal census, have clearly delineated boundaries at all locations which are easily recognizable by simple examination of the surface features of the land, and retains the historic preference for quadrants as the general basis for ward boundaries.
