For the purpose of compliance with article II, section 17 of the Okmulgee city charter that requires that every proposed ordinance be read, it shall be sufficient that every proposed ordinance be reduced to writing and a copy provided to each council member prior to the final passage of the ordinance; provided that amendments to the proposed ordinance, if any, may be made by any council member verbally and incorporated into the ordinance upon its adoption.
