(A) Districts and designations. For zoning purposes, the territory within the jurisdiction of the Advisory Plan Commission is hereby classified and divided into 13 districts with the following names and designations:

(B) Zone Map.
(1) The Zone Map, which accompanies and is hereby declared to be a part of this code, shows the boundaries of the area covered by the districts.
(2) Notations, references, indications and other matters shown on the Zone Map are as much a part of this code as if they were fully described herein.
(C) Floodplain district. The Floodplain District (areas subject to inundation by the regulatory flood) as identified by the Federal Insurance Administration on the Flood Insurance Rate Map dated September 4, 1987, along with any subsequent revisions to the text of the federal criteria or maps and adopted by reference and made a part of this chapter as if fully described herein is established, and the boundaries thereof shall supercede the boundaries of any other district shown on the Zone Map. (See §§ 156.031 and 156.139 of this code.)
(D) Business zoning. All areas presently classified B-3 General Business are hereby reclassified B-2 Roadside Business. Before any business shall be permitted to locate in such reclassified area, all provisions of this subchapter shall be fully complied with.
