(A) Membership. The Commissioners shall, within 90 days of enactment, appoint five citizen members to the Parks and Recreation Board (“Board”) pursuant to I.C. 36-10-3-4 and I.C. 36-10-3-5.
(B) Officers.
(1) The Commissioners’ President will convene the initial meeting of the Board and preside until the election of a Board President, who shall thereafter preside.
(2) Each year the Board shall elect a President and Vice President. The Vice President shall, in addition to statutory duties, convene and chair the Bylaws Committee and the Budget Committee.
(C) Committees.
(1) The Bylaws Committee shall be a temporary committee and shall consist of the Vice President and one other member of the Board to be elected by the Board at its initial meeting.
(a) The Bylaws Committee shall consult Robert’s Rules of Order, Newly Revised, in addition to the state code.
(b) The Bylaws Committee shall report and then dissolve at the third meeting of the Board.
(2) The Budget Committee shall be a standing committee and shall consist of the Vice President and one other member of the Board to be elected by the Board for each calendar year. The Bylaws Committee shall set out the rules and powers of the Budget Committee, subject to the approval of the Board.
(3) An Advisory Council may be created by the Board pursuant to I.C. 36-10-3-17. The Bylaws Committee shall adopt the rules of the Advisory Council, subject to the approval of the Board.
(D) Meetings.
(1) The Board shall convene at least once every two calendar months.
(2) On or before December 15 of each calendar year, the Board shall submit to the Commissioners a report of activities.
(E) Miscellaneous.
(1) The Board shall proceed with all deliberate speed to negotiate with the City of Rising Sun, for the creation of a Joint Department of Parks and Recreation, pursuant to I.C. 36-10-3-29.
(2) The Board shall coordinate its efforts at all times with the Municipal Advisory Plan Commission and the Port Authority.
(3) Pursuant to I.C. 36-10-3-9(d), the Commissioners must provide suitable quarters for holding meetings and conducting the work of the Board, and therefore the Commissioners authorize the Board to use the Commissioners’ room in the County Courthouse for its meetings and the County Clerk’s office for the preservation of documents. The Auditor is directed to coordinate access to these facilities for the Board.
(F) Superintendent. Pursuant to I.C. 36-10-3-3(a), the Commissioners hereby create the position of Superintendent of the Department of Parks and Recreation and direct the Board to comply with I.C. 36-10-3-13 and 36-10-3-14 for the appointment.
