There exists a need for a single comprehensive planning and zoning ordinance to uniformly regulate the commercial and residential development of the county and the City of Rising Sun. It is in the public interest that the county and city governments jointly agree to work under a uniform set of regulations.
(A) The county will contract to have a planning and zoning ordinance prepared by a consultant.
(B) A Joint Planning Commission consisting of six members will study the area planning ordinance and modify the ordinance as needed.
(C) The Joint Planning Commission will be appointed as follows:
(1) One member by the Superintendent of county schools;
(2) One member by County Surveyor;
(3) One member by the County Commissioners;
(4) One member by the County Council;
(5) One member by the Common Council of Rising Sun; and
(6) One member by County Agent.
(D) The modified ordinance will be completed and approved by the Joint Planning Commission by March 30.
(E) The County Commissioners agree to accept the planning and zoning ordinance as proposed by the Joint Planning Commission.
(F) The planning and zoning ordinance became effective for the county and the city of Rising Sun on January 1, 1986.
