The County Commissioners shall have authority and responsibility to:
(A) Establish rules and regulations concerning the operation of the animal shelter;
(B) Establish standards for the humane treatment and control of domestic animals in the county; and
(C) Receive applications or make an appointment for the position of animal control officer for employment to carry out the purposes set forth in this chapter.
