The developer or subdivider shall include the following language as a restriction on the final plat:
County ordinances require the dedication of a school site and/or the payment of cash in lieu of land before the issuance of a zoning certificate. Cash payments shall be made on a per lot basis prior to the issuance of a zoning certificate.
