Vehicles not retrieved from the towing facility or storage facility within ten (10) days after the vehicle was impounded with no payment being received or from the date a written decision was made by an Administrative Hearing Officer shall be deemed abandoned and disposed of in accordance with the provisions of article II of chapter 4 of the Illinois Vehicle Code.
