In the construction of this division, the definitions herein shall be observed and applied, except when the context clearly indicates otherwise.
A. Words in the present tense shall include the future, words in the singular number shall include the plural, and plural number shall include the singular number.
B. The words "shall" or "will" are mandatory and not discretionary.
C. The word "may" is permissive or discretionary.
D. The words not defined shall be interpreted in accordance with the definitions contained in "Webster's Ninth New Collegiate Dictionary". (Ord., 7-20-1993)
