4-6-1: DEFINITIONS:
ACT: The Illinois environmental protection act, 415 Illinois Compiled Statutes 5/5 et seq., and includes the regulations adopted hereunder.
ADMINISTRATOR: The Ogle County health department administrator or his designee.
AGENCY: The environmental protection agency as established by the environmental protection act 1 .
BOARD: The Illinois pollution control board.
COUNTY: Ogle County, Illinois.
HAZARDOUS WASTE: A waste, or combination of wastes, which, because of its quantity, concentration or physical, chemical, or infectious characteristics, may cause or significantly contribute to an increase in mortality or an increase in serious, irreversible, or incapacitating reversible illness; or pose a substantial present or potential hazard to human health or the environment when improperly treated, stored, transported or disposed of, or otherwise managed, and which has been identified, by characteristics or listings, as hazardous pursuant to section 3001 of the resource conservation and recovery act of 1976, PL 94-580 (42 USCA section 6921), or pursuant to the act.
SANITARY LANDFILL: A facility permitted by the agency for the disposal of waste on land meeting the requirements of the act and the resource conservation and recovery act, PL 94-580 (41 USCA section 6901 et seq.) and regulations thereunder, and without creating nuisances or hazards to public health or safety, by confining the refuse to the smallest practical volume and covering it with a layer of earth at the conclusion of each day's operation, or by such other methods and intervals as the board may provide by regulation.
SOLID WASTE: Includes demolition materials, food and industrial processing waste, garden trash, land cleaning wastes, mixed refuse, noncombustible refuse, rubbish and trash, as those terms are defined in section 3.01 through 3.06 of the solid waste disposal district act 2 . (Ord., 4-21-1992)
