All notices, contents, filings, approvals, payments and other communications as herein provided shall be hand delivered and be deemed made when so delivered, or at the option of the transmitting party, be deposited, postage prepaid, in the United States mail addressed to the parties as follows and in such case be deemed made when received by the county.
