4-5-17: PREFERENTIAL OR DISCRIMINATORY PRACTICES PROHIBITED:
   A.   Services To Be Equally Available: If economically and technologically feasible, the operator shall not refuse cable television service to any person or organization who requests such service for lawful purpose, nor shall an operator refuse any person or organization the right to access cable pursuant to provisions of this division. The operator shall not, as to rates, charges, service facilities, rules, regulations, or in any other respect, make or grant any unreasonable preference or advantage nor subject any person to any prejudice or disadvantage. This provision shall not prohibit promotional campaigns to stimulate subscription to the system or other legitimate uses thereof; nor shall it prohibit the establishment of a graduated scale of charges and classified rate schedules to which any consumer coming within such classifications shall be entitled, so long as it is economically feasible.
