(A)   All claims against the city for goods purchased, damages or originating in any other way, except claims for salaries and other allowances that are fixed by ordinance, must be presented on or before the last Monday of each month to the Director of Finance. All such claims must be in writing and items shall be specified.
   (B)   Division (A) above does not prohibit the City Council from passing on any claims not previously presented if, in the opinion of the City Council, justice to the claimant requires it, but all such claims must be presented to the City Council by the claimant in person or by the claimant’s representative.
