The election provided for in this subchapter for elected Board members shall be held bi-annually on the third Monday in April at such place as shall be prescribed by the appointed members of the Board and shall be under the Australian ballot system. However, on the organization of the Board, the date of election until the subsequent third Monday in April shall be fixed by the appointed members.
