The Board of Fire and Police Commissioners is hereby recognized as established in accordance with the statutes of the state. This Board shall consist of five members, whose terms of office shall be three years or until their respective successors are appointed and have qualified. Appointments are for staggered terms. Appointments shall be made by the Mayor with the consent of the Council. No such appointment, however, shall be made by the Mayor within 30 days before the expiration of his or her term of office.
