The Director of Public Safety shall possess the following minimum qualifications:
(A) A bachelor’s degree from a recognized college or university;
(B) Adequate mental and physical health;
(C) If he or she holds the position of Chief of Police, also a minimum of eight years of direct police experience; and
(D) If also holding the position of Chief of Police, a minimum of three years of police administrative experience.
