A property manager shall be considered an agent of the owner and may attend the crime-free rental housing program seminar on behalf of an owner. If a new manager is hired, the new manager shall have three months after hiring to attend the city crime-free rental housing program seminar. If the new manager fails to attend the crime-free rental housing program seminar, the license may be suspended and subject to the penalty provisions of this chapter.
