The purpose of this chapter is to make public property readily accessible and available to the public, to prevent the use of public property in a manner that interferes with the rights of others to use such areas for their intended purposes, to maintain public streets and areas within the city in a clean and accessible condition, and to maintain the public peace, health, safety and welfare.
