After being dispatched by the Police Department for a tow, the tow truck operator shall cooperate with the police officer in the removal of hazards and illegally parked vehicles as requested by the police officer.  The police officer shall determine when such a vehicle shall be impounded or moved, and the tow truck operator shall abide by the officer’s decision. The tow truck operator shall be responsible for removing the vehicle, and all parts and debris from the vehicle, from the scene, and for clearing the roadway of debris, glass and fluids.
