The police officer shall determine when such a vehicle shall be impounded or moved, and the tow truck operator shall abide by the officer’s decision. The tow truck operator shall be responsible for removing the vehicle, and all parts and debris from the vehicle, from the scene, and for clearing the roadway of debris, glass and fluids.
