(A) This chapter is designed to permit sidewalk dining accessory and incidental to a lawfully existing restaurant in areas where it is appropriate and to promote and protect the public health, safety and general welfare.
(B) Specific purposes of this legislation are:
(1) To ensure adequate space for pedestrians on the sidewalk adjacent to the sidewalk dining areas.
(2) To preserve and enhance the character of the neighborhoods where such sidewalk dining is permitted in the city and to protect the adjacent areas.
