All violations under the previously existing regulations that exist within the city as of the effective date of this chapter shall continue to be violations and shall not be considered to be legal, non-conforming situations under this chapter. The city shall have the authority to secure civil remedies for violations of those regulations to the same extent that it may secure similar remedies for violations of this chapter pursuant to § 158.999 of this chapter.
