(A) The Director of Community Development (Director) or duly designated and acting Director shall be responsible for interpreting and administering the provisions of this chapter and shall have primary responsibility for the enforcement of this chapter by all necessary and appropriate means of the duties as required herein.
(B) The Director may adopt such administrative policies as necessary to the carrying out of such duties.
