All landscaping shall be installed in accordance with the American Standard for Nursery Stock, published by the American Association for Nurserymen and is hereby incorporated by reference. All landscaping shall be installed prior to issuance of any temporary or final occupancy permit, unless a hardship is determined to exist by the Director. In such event, the landscaping improvements shall be secured with a letter of credit or other acceptable surety pursuant to § 158.058 of this chapter.
