(A) This chapter is adopted pursuant to the authority granted to the city by ILCS Ch. 65, Act 5, §§ 11-13-1 et seq., the city’s nuisance powers, and the police powers of the city.
(B) In addition, to the extent applicable, the authority and powers of the city to enact and enforce the provisions herein shall be deemed governed by the home rule authority as may apply, established by Art. VII, § 6(a), of the State Constitution, and to the extent any conflict exists between this chapter and any statutory enactment, this chapter shall be deemed to supersede, except where such authority has been expressly preempted by the General Assembly.
