No subdivision approval for activity subject to this subchapter shall be granted without compliance to this subchapter, except where it may otherwise be required by law; provided, however, this subchapter shall not apply to any subdivision that has already received preliminary plat approval by the city as of 11-1-2004 and for which the final plat is thereafter consistent with the approved preliminary plat.
