(A) This chapter is intended to set forth minimum requirements to provide for coordinated, efficient and economic development of the city, to ensure the adequacy of street and utility facilities, and to promote the public health, safety and welfare.
(B) If any other provision of law relates to any matter covered herein, the regulation or part thereof providing the highest standard shall apply.
