(A) A denial by the Commission of an application for a certificate of appropriateness or for a certificate of economic hardship may be appealed in writing by the applicant to the City Council upon forms provided by the city.
(B) Upon written notification by the City Council of the filing of such appeal, the Commission shall promptly provide to the City Council a copy of the applicable record including any testimony taken and of the written decision and findings.
(C) In considering such an appeal, the Council shall confine its review to the record and the written decision and findings of the Commission.
(D) The City Council may grant an appeal upon two-thirds vote of the entire Council.
