Any licensee may renew his or her license; provided that, the licensee would be qualified to receive a license if he or she were to make application for an original license on the date of such renewal. The renewal privilege herein provided shall not be construed as a vested right which shall, nor shall it, in any manner, prevent the City Council from decreasing the number of licenses to be issued within the jurisdiction of the city, nor increasing the number of such licenses. A renewal application shall be made at least 15 days before the expiration of any current license.
