§ 116.22 ISSUANCE OF LICENSE.
   Upon the application being prepared and executed by the applicant, the City Clerk shall submit the application to the Mayor for approval. The Mayor may withhold action on the application for 60 days to conduct an investigation of the application file. If, upon such examination, it is found that the applicant qualifies pursuant to this chapter, the Mayor shall approve the application. If it is found that the applicant is not qualified pursuant to this chapter, the Mayor shall deny the application. The City Clerk shall not issue a license unless the application has been approved by the Mayor.
