§ 113.04 INVESTIGATION.
   (A)   The application for a license shall be made out in duplicate, one copy being retained by the City Clerk and the other copy being referred to the Director of Public Safety of the city.
   (B)   The Director of Public Safety shall investigate the location wherein it is proposed to operate such machine and ascertain if the applicant is a person of good, moral character.
   (C)   If the Director of Public Safety determines that the applicant is not of good moral character, the Director of Public Safety shall report such findings to the City Council.
