The Committee shall choose its owner officers, make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. Before becoming effective, all rules and regulations must be approved by the City Council. Minutes shall be approved at the next meeting. Upon approval the original minutes shall be filed with the City Clerk to be retained in the permanent records of the city.
