§ 98.14 LIGHTS AND BARRIERS.
   (A)   Every obstruction standing within a street, alley or public place within the city shall be marked by traffic-control devices to protect vehicular and pedestrian traffic.
   (B)   Whoever digs or causes to be dug a ditch or excavation in or adjoining any street, sidewalk or other public place shall erect a suitable barrier and traffic-control devices about such excavation.
   (C)   These barriers and traffic-control devices shall be in accordance with the standard details and procedures as adopted by the State Department of Transportation.
   (D)   No person shall remove or interfere with any traffic-control device, barrier or warning sign placed in any street or about any excavation for the protection of the public.
