(A) All costs and expenses incident to the installation, connection and maintenance of the building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
(B) The property owner shall be responsible for the construction, connection, maintenance, repair and proper operation of the sanitary sewer service line from the point where it connects with the city sanitary sewer main to the property owner’s building. All costs incident to the construction, maintenance, repair and proper operation, including street surface repairs, shall be the responsibility of the property owner. If, in the opinion of the city, for the betterment of the whole system, a sanitary sewer service line needs replacement, the city may demand replacement at the owner’s cost.
