§ 31.018 MAYOR TO PRESIDE; VOTING AND VETO POWERS OF MAYOR.
   In accordance with § 3.4 of the Charter, the Mayor shall preside at all meetings and sessions of the Town Council. The Mayor shall have no right to vote; except in every case of a tie vote, the Mayor shall be entitled to vote and speak as other members of the Town Council, but shall not have power of veto.
