(a) Permit required. Any company or individual wishing to purchase water in bulk shall obtain a Bulk Water Permit from the Utility Office. The Utility Office shall keep a current list of those companies or individuals possessing such a permit. A current copy of this list shall be posted at the Water Plant. The permit shall be valid for one year.
(b) Revoking the permit. The Administrator may revoke such permit for just cause, including but not limited to, failure to pay bills in a timely manner.
(c) Bulk Water Use at Construction Sites. During active construction projects which have been approved by the required Village Officials, a Bulk Water Permit may be obtained from the Utility Office.
(1) Using a hydrant. Water may be obtained from a hydrant. No hydrant shall be used until it is equipped with a meter and approved backflow device. In no case shall the meter be removed except by a representative from the Village of Obetz unless otherwise permitted by the Village Engineer. Prior to installing the meter, an account must be opened in the Utility Office and a deposit must be made for the meter. This deposit shall be refunded once the account is closed, final payment has been made, and the meter is returned. The Administrator shall set the amount of the deposit required. The Administrator may waive all or any portion of the deposit. The waiver of this deposit in no way relieves the necessity to obtain a permit.
(2) Using a service connection. Water may be obtained from a service pipe at the curb if water is needed and a hydrant is not accessible. In addition to obtaining a Permit, special permission must be granted from the Administrator. Once hydrants are installed at the site, the hydrant must be used to obtain water. The developer shall estimate the amount of water needed and shall prepurchase that amount of water from the Utility Office. If additional water is used, the permit holder shall pay the Utility Office for that water prior to issuance of a Certificate of Occupancy.
(d) Water for Tanker Trucks, Tanks, or Other Containers or Equipment. Tanker trucks, tanks, or other containers or equipment shall be filled at the Water Plant. Water shall be purchased in advance at the Utility Office. Proof of advance purchase shall be provided prior to filling. Delivery of bulk water from the plant shall be arranged at a time convenient to the operation of the plant and should be coordinated with the Water Plant Superintendent.
(e) Bulk Water Rates. The sale of bulk water shall be charged as follows:
(1) Up to and including the first 5,000 gallons: $65.00
(2) For each 1,000 gallons after the first 5,000: $8.00
