(a) All complaints alleging the existence of a public nuisance shall be filed with the Code Enforcement Officer.
(b) The Code Enforcement Officer shall promptly inspect the premises or cause them to be inspected and shall make a written report of the findings of the inspection. Whenever practical, photographs of the premises shall be attached to the written report. The Code Enforcement Officer shall keep all such written reports on file for at least three years.
(c) Nothing in subsection (a) above shall prevent the Code Enforcement Officer from identifying and abating public nuisances without a complaint.
