(a) The Village of Obetz, Department of Streets, shall remove dead animals lying in the public right-of-way or on any public ground and properly dispose of or bury the same upon receiving notice from any person that a dead animal is present within the Village. As used in this section "animal" includes the carcass of an animal or any part thereof.
(b) No person shall permit any dead animal, of which he/she was the owner or had possession of, to lie on any public ground, street or private lot longer than ten hours but rather such person shall make proper arrangements for burial or disposal and pay any costs therefore.
(c) No animal carcass shall be hung or otherwise placed in public view.
(d) As used in this section, "animal" includes the carcass of an animal or any part thereof.
(e) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
