3.03 PRESIDENT PRO TEM.
   (A)   At the first regular meeting of the Council in each year, the Council shall elect, by a majority roll call vote of its members, one of its members as the President Pro Tem of Council for a one-year term of office. The President Pro Tem of Council shall exercise the following powers and perform the following duties and functions:
      (1)   To preside at Council meetings in the absence of the Mayor; however, the President Pro Tem of Council shall be eligible to vote on all matters, but shall not be entitled to a second vote in the event of a tie vote while he or she is presiding at a Council meeting. He or she shall have only one vote.
      (2)   To perform other duties prescribed by the Rules of Council as are consistent with this Charter.
      (3)   In the event of a vacancy in the office of President Pro Tem, the Council shall fill the vacancy for the unexpired term by a majority vote of its members.
