(a) Alcoholic beverages may be offered for sale and/or consumption in any park or municipal building provided a permit for such sale and/or consumption has been issued by the Mayor.
(b) The Mayor may promulgate regulations, guidelines and/or permit application materials necessary regarding the sale and/or consumption of such alcoholic beverages.
(c) No person in a park shall unlawfully sell, or offer for sale or posses any type of narcotic drug, opiate, or hallucinogen, or any equipment for administering such drugs, opiates or hallucinogens or any dangerous drugs or controlled substances.
