The Administrator is hereby authorized to enter into special contracts with industrial and commercial customers for the sale of special supplies of gas; for specified periods, and under mutually agreed rates, terms and conditions; and to return the cost of service of such supplies to the Village of Obetz, Ohio, including the cost of procurement, construction, purchase, transportation, delivery and accounting. All contracts for service shall be executed by both parties prior to the commencement of service.
