The Administrator is hereby authorized to enter into special contracts with industrial and commercial customers for the sale of electricity for specified periods of time and under mutually agreed to rates, terms and conditions; and to return the cost of service of such supplies to the Municipality, including but not limited to the cost of procurement, purchase, transportation, delivery and accounting for the electricity supplied under this section.
