(a) Persons other than duly licensed sewer builders shall be allowed to make excavations from the building to the place of the tap. Such persons shall not be permitted to lay the lines or make the connection itself.
(b) Such persons shall be required to comply with all regulations with regard to inspection of the excavation and pipe as required for licensed builders.

(c) Front Footage Fee/Main Line Charge. Upon application being made to connect to any main trunk or lateral sewer built or owned by the Village of Obetz and of any property directly into such main trunk or lateral sewer the Administrator shall cause a fee of twenty dollars ($20.00) per foot of width of said property to be exacted for the privilege of making such a direct connection to such main sewer or lateral sewer before a permit is issued therefore, provided that this charge shall not be imposed if the owner of the property concerned can show that he or his predecessor in titled paid, or is paying a special assessment for the construction of the main trunk or lateral sought to be tapped or at his own expense constructed all or part of such main or lateral sewer sought to be tapped. The number of front footage fee to be paid shall be determined by one of the following applicable methods.
(1) Lots or parcels of ground having the same width at the front and rear and the same depth on each side shall be charged on the basis of the actual frontage; provided, however, that in the event the depth of such lot or parcel of ground abuts on the street or other public way and the owner elects to construct a building fronting on the street or public way abutting such depth, the fee shall be exacted for such depth.
(2) Lots or parcels of ground which are of irregular shape shall be charged on the basis of the width of such property as measured on a line forty feet from the front lot line and parallel to the center line of the street upon which such property is to face, except that for lots or parcels of ground having curved frontage the width to be charged for shall be measured on a line parallel to the forty feet distant from a line tangent to such curved frontage at a point midway between the sides of the lots or parcels of ground.
(3) The number of feet to be paid for shall be determined by the use of an engineer’s scale applied to the record drawings of the sewer sought to be tapped, on file in the office of the Village Engineer, and the widths so determined by the Clerk issuing the permit shall be final. The amounts as collected shall be placed to the credit of the sewer fund.
EDITOR’S NOTE: Owners affected by the “Kleinline Lane Waterline and Sanitary Sewer Project” may choose to pay the connection charges provided in subsection (c) hereof as set forth in Ordinance 70-03, passed November 17, 2003.
(d) When the Developer constructs, with approval of the Village, an off-site sanitary sewer, the Developer shall submit a certified cost of the construction and a map showing the tributary area, with acreage, of the property that is to be served by the sewer. The Village shall determine a fee per acre for all of the property to be served by dividing the certified construction costs of the sewer by the number of acres. The certified cost shall be reviewed and approved by the Village Engineer. The Village will charge future property owners in the tributary area, when they connect into this sewer, the fee so calculated times the number of acres to be served. This amount shall be reimbursed directly to the Developer. This agreement shall continue for a period of ten years after which the Developer will have no claim for reimbursement.
